柬埔寨食品安全主管部门构架及其运行机制

摘要 本文介绍了柬埔寨食品安全主管部门构架及其运行机制。柬埔寨食品安全管理体系包括食品安全主管部门、食品生产或经营者和消费者3方行为主体,其中食品安全主管部门是食品安全管理体系构架的核心。柬埔寨食品安全主管部门由柬埔寨农林渔业部、工业和手工业部、商务部、卫生部、财政部和旅游部6个部门构成,在目前的食品安全主管部门中,每个部门监管侧重点及运行机制都有所不同。其中农林渔业部作为柬埔寨食品原料安全的管理部门,常作为牵头单位协调各部门联合处理食品安全中的各类问题。分析了现有监管体系中需要进一步完善的领域和内容。通过对柬埔寨食品安全监管的介绍,可以为政府部门和社会各界了解柬埔寨食品安全监管体系提供参考。 This paper introduced the framework and operation mechanism of food safety authorities in Kingdom of Cambodia.The Cambodian food safety management system includes 3 behavior subjects:food safety authorities,food producers or operators,and consumers,among which the food safety authorities are the core.The food safety authorities are jointly established by 6 ministries:the Ministry of Agriculture,Forestry and Fisheries,the Ministry of Industry and Handcrafts,the Ministry of Commerce,the Ministry of Health,the Ministry of Finance and the Ministry of Tourism.In the current food safety management framework,the supervision emphasis and operating mechanism of each ministry are different.The Ministry of Agriculture,Forestry and Fisheries as the management department of food raw material safety in Cambodia,often acts as the leading ministry to coordinate the related ministry to jointly handle food safety issues.This article also discussed the potential areas for the development of the food safety system in Kingdom of Cambodia.The introduction of framework and operation mechanism of food safety authorities in Kingdom of Cambodia can provide a reference for government departments and all sectors of society on its food safety supervision system.
