以境外办学“供给侧”改革推动“双高”院校建设

Promoting the Construction of“Double High-Level”Colleges through Supply-Side Reform of Cross-Border Education

实施境外办学“供给侧”改革是新时代中国高职院校实现更高水平国际化发展的必然选择和重要任务。境外办学是一项创新性、系统性和复杂性集合程度较高的国际化教育教学活动,有赖于“研究层”、“专业层”和“管理层”三个层面的有力保障。高职院校必须紧紧围绕“职教20条”与“双高计划”的建设标准和要求,汇集、整合和提炼具有中国特色世界一流水平的国际化职业教育资源,在境外办学中采用新理念、新目标、新方法,提供科学的顶层设计和系统化解决方案,以“供给侧”改革为抓手,推动新时代“双高”院校国际化建设。

The supply-side reform for cross-border education is an inevitable choice and an important task for Chinese higher vocational colleges to achieve a higher level of international development in the new era.Cross-border education,with typical international natures,is an innovative,systematic and complex educational and instructional activity which requires assurance conditions of three layers,namely research,profession and management.Higher vocational colleges must focus on the construction standards and requirements by the National Vocational Education Reform Implementation Plan and the construction plan of high-level vocational colleges with Chinese characteristics and professionals,and bring together and refine the world-class vocational education resources with Chinese characteristics and international elements.Higher vocational colleges must adopt new concepts,new goals and new methods to provide scientific top-level design and systematic solutions,and take advantage of the supply-side reform and promote the internationalization of “Double High-Level”colleges in the new era.
