摘要
大型仪器设备购前论证是设备购置的开始,是避免重复购置、提高财政资金使用效益的前提。通过论证专家评估,初步确定了大型仪器设备论证评价模型框架,然后在此基础上运用层次分析法计算出两级指标的权重。其中一级指标中购置必要性所占权重最大,二级指标中现有同类设备不满足需求的理由、内部使用机时和预期成果以及服务专业和学生数所占权重最大。经过多年实践,该评价模型已经成为高校大型仪器设备论证的一种科学手段,有效提高了学校设备申购库的项目质量。
The pre-purchase demonstration of large instrument and equipment is the beginning of equipment purchase,and the premise of avoiding repeated purchase and improving the use efficiency of financial funds.Through evaluation by argumentation experts,the framework of argumentation and evaluation model of large instrument and equipment is preliminarily determined,and then the weights of two levels of indexes are calculated by using analytic hierarchy process.Among the first-level indicators,the necessity of purchase accounts has the largest weight,with the reasons why the existing similar equipment cannot meet the demand.Internal use time and expected results,and the number of service majors and students account for the largest weights in the second-level indicators.After many years of practice,the evaluation model has become a scientific means of demonstration of large equipment,it effectively enhances the quality of school equipment purchase library project.
