摘要
京津冀公共服务协同治理既是补齐三地公共服务落差过大的关键举措,也是实现京津冀协同发展的重中之重。2010-2017年,京津冀公共服务水平总体提升,但城市间公共服务水平差距有所扩大,2014年京津冀协同发展战略提出后三地差距的扩大速度趋于下降,政府政策的支持和人民生活水平的提升对京津冀公共服务水平具有正向影响。三地公共服务协同治理要完善公共服务协同治理顶层设计,构建公共服务联合体;以政府为主导,多元主体共同参与协同治理;补齐公共服务落差过大的短板。
The collaborative governance of public services in the Beijing-Tianjin-Hebei region is a key measure to make up for the large gap of public services in the three places,and it is also the most important thing in the realization in the coordinated development of the Beijing-Tianjin-Hebei region.From 2010 to 2017,the level of public services in the Beijing-Tianjin-Hebei region was generally promoted,but the gap in the level of public services among different cities has been widened.After the strategy of coordinated development of the Beijing-Tianjin-Hebei region was put forward in 2014,the expansion speed of the gap between the three places tended to decline,and the support of government policies and the improvement of people’s living standards had a positive impact on the level of public service of the Beijing-Tianjin-Hebei region.Coordinated development of the Beijing-Tianjin-Hebei region requires the improvement of the top-level design of public service collaborative governance and the construction of the Beijing-Tianjin-Hebei region’s public service consortium;the formation of a collaborative governance model with government playing the leading role and the participation of multiple subjects;and the narrowing of the gap in public services and the increase of investment in the public services of Hebei Province.
