摘要
在城市分工复杂化和利益诉求多样化的今天,基层公共服务供给从粗放到精细的转变,是推动城市治理转型的重要策略。面对基层公共服务供给过程中存在的诸多现实问题,重塑基层公共服务供给定位、推进基层公共服务供给转向必将成为城市精细化治理进程中的核心要义。需要在基层公共服务供给理念转变和多元治理机制的完善方面下功夫,建构多元参与的基层公共服务精细化供给监督约束机制,完善基层公共服务精细化供给体系及供给方式优化,使城市精细化治理政策法律制度更加完整,供给能力获得提升,供给文化得到认同。
In today’s complex division of labor and diversified interests in the urban areas,the transformation of grassroots public service supply from extensive to refined is an important strategy to promote the transformation of urban governance.Facing the predicament of grassroots public service supply in reality,reconstructing the positioning of grassroots public service supply and promoting the transformation of grassroots public service supply will become the core of the meticulous urban governance process.It is necessary to spend more effort to improve the multi-governance mechanism of grassroots public service,and to construct a supervisory and restraining mechanism for the meticulous governance of grassroots public service with participation from various sources,to improve the meticulous supply system of grassroots public service and to optimize the supply mode,so that the meticulous urban governance policy and legal system can be more complete,the supply capacity can be improved,and the supply culture can be recognized.
