A Research on Policy and Strategic Issues of AI industry

在新一轮科技革命和产业变革中,人工智能受到前所未所的重视,成为重要的国家发展战略,世界科技强国密集发布政策文件抢占人工智能产业制高点。我国人工智能产业发展进入国际领先梯队,但面临核心技术、数据资产、应用场景、产业安全、人才结构、投资体制等关键因素的制约,战略性问题突出。加强科研布局的政策引导、立法先行推动数据开放共享、构建产业化机制加快应用落地、完善安全风险防控体系、优化高端人才引进培养与管理政策,完善科技金融政策体系,加速发展我国人工智能产业。

In the new round of scientific and technological revolution and industrial evolution,artificial intelligence(AI)has received unprecedented attention,and it has become an important national development strategy.The powerful scientific and technological countries in the world have made policies to obtain the leading position in the AI industry.Though the AI industry of China has reached the international leading level,the strategic problems are prominent and several critical elements are restricted,including the core technology,data assets,application scenarios,industrial security,talent composition,investment system,etc.In this paper,the analysis of strategic issue is implemented and different methods are applied,such as multi-source intelligence data analysis,field survey,and so on.Combining with the research on the development strategy and industrial policy of AI in the powerful scientific and technological countries,several policy suggestions are proposed to accelerate the development of China’s AI industry,such as strengthening the policy guidance of scientific research layout,legislating to promote data opening and sharing,constructing industrialization mechanism to accelerate application,improving security risk prevention and control system,optimizing high-end talent introduction and management policy,improving science and technology financial policy system,etc.
