On the Migration of Water Disaster Victims in Henan during the Period of Nanjing National Government

南京国民政府时期,河南地区水患频发。为救济灾民,稳定社会秩序,每遇较大水患,中央政府、地方政府与社会力量通力合作,整合各方面力量与资源,将灾民迁移至省内外无灾或灾害相对较轻的地方维持生计。从迁移前的计划、筹备,迁移过程中的组织与保障,到迁移后灾民生活的安置,政府都做了妥善安排。政府的介入,保证了迁移工作的平稳有序,极大地减少了灾民迁移过程中的艰辛与伤亡。

During the period of Nanjing National Government,floods occurred frequently in Henan province.In order to relieve the victims and stabilize the social order,the central government,local government and social forces used to work jointly to integrate all the forces and resources to migrate the victims to areas where there were no disasters or relatively light disasters inside and outside the province to maintain their livelihood.The government had made proper arrangements from the planning and preparation before the migration,the organization and guarantee during the migration,to the resettlement of the displaced people after the migration.The intervention of the government had ensured the smooth and orderly migration and greatly reduced the hardships and casualties in the migration process.
