外部冲击与农村居民增收稳定性--基于新冠肺炎疫情影响的分析

External Impact and Income Increasing Stability of Rural Residentsin View of COVID-19 Impact

推动农村居民持续增收对于顺利开启全面建设社会主义现代化国家新征程具有重要意义。要构建农村居民持续增收机制需要了解农村居民增收的稳定性程度以及潜在风险所在。文章以线上调研数据为依据,以新冠肺炎疫情为实例,揭示了农村居民增收不稳定的具体表现,分析了农村居民增收的潜在风险,认为农村应对公共安全事件的能力短板、农民工低持续就业能力的短板、农业生产性服务供给短板、农村经营服务保障短板是导致农村居民增收潜在风险的主要原因。基于此,提出了构建农村居民持续增收机制的对策建议。

It is of great significance to continuous to increase the income of rural residents in the beginning of building a socialist modern country in an all-round way.In order to construct the mechanism of continuous income increase,we need to know the potential risks of income increase of rural residents.COVID-19 epidemic is taken as an example to reveal the concrete manifestations of rural residents'income instability through online research data.This study analyzes the potential risks of rural residents' income increase,and considers that the main reasons are rural residents' lack of the ability to respond to public security events and to stay employed,shortage of agricultural production service supply and poor rural management services guarantee.Based on this,this paper puts forward countermeasures and suggestions to build the mechanism of rural residents' sustainable income increase.
