铁路工程第三方质量安全监督模式的研究

Research on Third-Party Quality and Safety Supervision Mode of Railway Engineering

随着我国铁路行业的迅速发展,加强对铁路工程的质量安全监督是政府部门必须解决的问题。目前我国铁路工程质量安全监督主要采用招投标的方式引进第三方机构代行政府工程监督职能的模式,该种模式是在铁路政企分开改革后才开始试行还处于起步阶段,从当前铁路工程质量安全监督管理模式和地方监督管理局对第三方监督机构的管理现状看,还存在着一些不足。论文通过层次分析法对铁路工程第三方监督机构存在问题的权重进行计算和分析,为铁路工程第三方质量安全监督模式的发展提供参考。

With the rapid development of China's railway industry,strengthening the quality and safety supervision of railway engineering is a problem that the government must solve.At present,the railway engineering quality and safety supervision mainly adopt the way of bidding the introduction of the third party agencies designated government engineering supervision function model,this model is on the railway to separate government functions from enterprise management reform pilot is still in its infancy,from the current railway engineering quality and safety supervision and management model and the local administration of supervision and management of the third party supervision mechanism,there are some shortcomings.This paper calculates and analyzes the weight of the problems existing in the third party supervision organization of railway engineering through the analytic hierarchy process(AHP),so as to provide a reference for the development of the third party quality and safety supervision mode of railway engineering.
