建立完善矿山企业应急管理体系的思考

Considerations on Establishing and Perfecting Emergency Managem ent System in Mining Enterprises

建立健全矿山应急管理体系,对提高应急能力,降低事故风险具有重要的意义。本文通过对矿山事故风险的分析研判,提出了矿山企业应当建立以应急预案体系为核心,应急责任体系、应急保障体系为支撑的应急管理体系的思路,并明确了矿山企业应急管理体系的基本架构、建设方法。

Establishing and perfecting mine emergency management system is of great significance to enhance the capacity for emergency and lower the risk of accidents.Based on the analysis and evaluation of the risks of mine accidents,this paper comes up with the idea that mining enterprises should set up an emergency management system which is centered on the emergency planing system,and supported by the emergency responsibility system and the emergency security system,and clarifies the basic framework and construction methods of the emergency management system of mining enterprises.
