国际投资体制变革对“一带一路”倡议的影响及应对研究

国际投资体制变革已经全面开展,其主要表现为发达经济体加强了外资安全审查;全球新一代产业政策正在兴起;现代工业政策促进了投资便利化努力。这些变化对我国“一带一路”倡议的全面实施产生了现实和潜在影响,发达国家的政策调整限制了“一带一路”沿线发展中国家的投资规模,发展中国家的引资和留资政策将使得“一带一路”投资竞争加剧,全球投资治理体制的不确定增强了“一带一路”投资环境的不确定。最终在前期研究的基础上形成两个基本思路:在“一带一路”倡议的实施中顺应国际投资体制改革的大方向(顺作用机制);以“一带一路”倡议的实施充分影响国际投资体制的改革方向(反作用机制)。
