教师“县管校聘”改革的政策取向及实践省思 被引量:1

摘要 基础教育教师“县管校聘”人事制度改革,对激活教师积极性、推进师资均衡配置发挥着正面影响,但也存在政策预期与实施结果的偏差问题、政府管理与学校聘用的偏差问题、教师需求与激励保障的偏差问题。要使改革政策有效落地,实现预期效果,建议在政府、学校等层面采取相应的措施,在推动教师公务员制度建设、建立目标导向的教师交流机制、建立因地制宜的长效推动机制及保障农村学校教师权益等方面采取有效的对策,切实增强广大教师及学校参与此项改革的积极性。 The reform of personnel system of“county management school recruitment”for basic education teachers is an important decision made by the country in the new era to further promote the balanced development of compulsory education.The reform aims to further strengthen the role of“teachers as state workers”in terms of policy orientation,further rationalize the relationship between government“management”and school“use”,further strengthen the development of ecology in schools,and further promote the development of quality and balance in education.The implementation of this policy has a positive impact on activating teachers enthusiasm and promoting the balanced distribution of teachers.However,there are also problems of deviation between policy expectations and implementation results,deviation between government management and school employment,and deviation between teachers’needs and incentives.Therefore,in order to ensure that reform policies are effective and achieve the desired results,it is recommended that corresponding measures be taken at the government,school and other levels.In promoting the construction of teachers’civil service,establishing a goal-oriented teacher exchange mechanism,establishing a long-term promotion mechanism for local conditions,and protecting the rights and interests of rural school teachers,effective countermeasures are taken to effectively increase the enthusiasm of teachers and schools to participate in this reform.
