摘要
乡村学校是国家公共教育体系中极为重要的一环,乡村学校的建设离不开相关教育政策的推动与保障。新中国成立以来,我国乡村学校建设政策的演进呈现如下逻辑:政策理念从"政治优先"到"效率优先"再到"公平优先"转变;政策目标从追求规模数量到追求质量效益的内涵式发展转变;管理体制从"人民教育人民办"到"乡村学校政府办"转变;政策结构由"单一"向"多元"与"体系化"转变。
Rural schools are an important part of the national public education system.The construction of rural schools is inseparable from the relevant education policies.Since the founding of the PRC,the evolution of China’s rural school construction policy is as follows:the policy principle has changed from"political priority"to"efficiency priority and then to"fairness priority,"the policy goal has changed from pursuing scale and quantity to pursuing quality and benefit,the management system has changed from"people’s education run by the people"to"rural schools run by the government,"and the policy framework has changed from unitary to pluralistic and systematic.
