摘要 在对平衡计分卡应用于科技创新平台绩效评估的适用性进行分析的基础上,确定了科技创新平台的评价指标体系,利用熵值法确定权重,构建了基于熵值约束平衡计分卡的科技创新平台系统评估模型,并以河北省信息领域的重点实验室为例进行了实证分析和比较。以此模型为基础设计了科技创新平台评估系统,该系统不仅能够对四个评价维度权重做到动态赋权,得到综合评价结果,而且可以对四个维度运算得分进行横向比较分析,并有针对性地给出建议和指导。评估系统实现了系统自动运算,为科技创新平台各级使用者提供方便。 On the basis of analysis of the applicability of BSC to the performance evaluation of S&T innovation platform,the evaluation index system was determined.Then a systematic evaluation model of S&T innovation platform based on balanced scorecard model with entropy restraint was construct by confirming the weight of index with entropy.Finally,an empirical analysis was carried out by taking Hebei Provincial Key Laboratory of Information as an example.The results show that this model can dynamically weight the four evaluation dimensions,obtain comprehensive evaluation results,as well as perform horizontal comparative analysis on the four dimensional operation scores,so as to find out the advantages and disadvantages of the evaluated units,and give suggestions and guidance.The science and technology innovation platform evaluation system is designed to realize the automatic calculation of the system,which provides convenience for users of the science and technology innovation platform at all levels.
