摘要
西藏自治区地处青藏高原,是我国河流条数最多的省区之一,由于其河流均属于山地型河流,频发的山洪灾害每年都造成相当大的损失。非工程措施的实施在一定程度上预测了灾害的发生,为群众提前转移争取了时间。经过多年运行,非工程措施损坏的具体情况不同,制约运行维护的因素很多。该文以林芝市为例,通过运行维护实际情况分析,采用4个结合运维思路提高了非工程措施的运维效率,提高了数据的可靠性和数据的上报率。
Located on the Qinghai-Tibet Plateau,Tibet Autonomous Region is one of the provinces with the largest number of rivers in China.Because most of its rivers are mountainous rivers,frequent mountain flood disasters cause considerable losses every year.To a certain extent,the implementation of non-engineering measures predicted the occurrence of disasters and bought time for the early transfer of the masses.After years of operation,the specific situation of non-engineering measures is different,which restricts the operation and maintenance of many factors.Taking Nyingchi city as an example,through the analysis of the actual situation of operation and maintenance,this paper adopts the Four Combinations ideas of operation and maintenance to improve the operation and maintenance efficiency of non-engineering measures,improve the reliability and the reporting rate of data.
