四川省返贫成因及对策思考

Reflection on the Causes and Countermeasures of Poverty Alleviation in Sichuan Province

在党中央的坚强领导下,各级政府紧扣“脱贫奔康、决战决胜”的目标任务,作出“小康路上一个都不能少”的庄严承诺,取得了辉煌的脱贫成就。但返贫现象难以消除,脱贫成果难以维持,成为阻碍脱贫目标实现的顽疾。四川省存在返贫问题的原因主要有贫困人口受教育程度低、少数民族地区贫困程度深、因病因灾返贫、扶贫工程未落到实处、内生动力不足等。只有从发展教育扶贫、夯实特色产业、激发内生动力、强化管理体制等方面着手,才能从根本上解决贫困问题,抑制返贫现象。

Under the strong leadership of the Central Committee of the CPC(the Communist Party of China),governments at all levels closely adhere to the goal of"Escape poverty,Final showdown",make a"well-off road not less than one of the solemn commitment,has achieved a brilliant achievement of poverty alleviation.However,the phenomenon of returning to poverty is difficult to eliminate and the achievement of poverty alleviation is difficult to maintain.The reasons for the problem of poverty alleviation in Sichuan province mainly include the poor population's low education level,the deep poverty in the minority areas,the return to poverty due to the causes of disasters,the under implementation of poverty alleviation projects,and the lack of endogenous driving force.Only by developing poverty alleviation through education,consolidating characteristic industries,stimulating internal impetus and strengthening management system.Only then can we fundamentally solve the problem of poverty and curb the return to poverty.
