2019年12月世贸组织上诉机构陷入停摆状态,其原因是多方面的,包括美国对其司法越权、不遵循先例、效率低下等方面的不满。但我们需要世贸组织上诉机构的正常运行,需要一个更高效的世贸组织立法和执法机构。可以考虑重写世界贸易组织协定的相关文本,以及关于贸易补贴的国内政策,以减少国际贸易争端,降低世界贸易组织上诉机构的压力。

In December 2019,the WTO Appellate Body came to a standstill for various reasons,including the United States'dissatisfaction with its judicial overriding,failure to follow precedents,and inefficiency.But we need the normal operation of the WTO Appellate Body and a more efficient WTO legislative and law enforcement body.It may be considered to rewrite the relevant texts of the WTO Agreement and the domestic policy on trade subsidies in order to reduce international trade disputes and lower the pressure of the WTO Appeal Body.
