民国时期我国残疾人体育政策变迁的历程考察

A Study on the Changes of Sports Policies for the Disabled in the Republic of China

我国残疾人体育在清末是伴随着特殊教育由西方世界传入中国的。到了民国时期,残疾人体育获得了初步发展。但由于当时内外交困的社会困境,残疾人体育政策的局限性也就在所难免。主要体现为民国前期残疾人体育管理权的不完整,民国中期对外国人在华办特殊教育的不加甄别的绝对禁止,民国后期残疾人体育实践与政策的严重脱节。

At the end of the Qing Dynasty,sports for the disabled were introduced into China from the western world with special education.By the time of the Republic of China,sports for the disabled had made a preliminary development.However,due to the social dilemma of internal and external diplomacy at that time,the limitations of sports policy for the disabled were unavoidable.The main manifestation is the incompleteness of the sports management power of the disabled in the early period of the Republic of China,the absolute prohibition of the non-screening of foreign special education in China in the middle period of the Republic of China,and the serious disconnection between the sports practice and policy of the disabled in the later period of the Republic of China.
