摘要
针对在综合网站上查询水利最新动态,检索信息,下载文献较繁琐的问题,结合目前河北省水利行业数据资源现状,遵循水利知识服务平台建设的原则,采用"自建+外采"的整合方式,以知识共享和创新促进知识价值最大化为出发点,利用TPI大数据和KBase知识库等管理系统核心技术,对水利数据资源进行统一规划、整合加工和挖掘分析,逐步建设水利知识服务平台,并搭建水利文献信息系统、河北省水利科研项目管理和知识培训平台3个方面的应用。河北省水利知识服务平台的建设与应用可有效促进水利大数据资源共享和产业的协同创新发展。
Aiming at the tedious issue of querying the latest developments in water conservancy,retrieving information,and downloading documents on the comprehensive website,combining with the status of data resources in the development of the water conservancy industry in Hebei,following the principle of building a water conservancy knowledge service platform,the article adopts the integration of“self-built+external mining”method,starts from knowledge sharing and innovation to promote the maximization of knowledge value,uses TPI big data and KBase knowledge base and other management system core technologies to carry out unified planning,integrates processing and mining analysis of hydraulic data resources,and gradually builds a hydraulic knowledge service platform and sets up the application of three aspects of water conservancy literature information system,Hebei water conservancy research project management and knowledge training platform.The construction and application of Hebei Province’s water conservancy knowledge service platform can effectively promote the sharing of water conservancy big data resources and the collaborative innovation development of the industry.
