基于情景构建提高中资企业应对境外突发事件能力的探讨

Research on Improving the Ability of Chinese Enterprises to Deal with Overseas Emergencies based on Scenario Construction

随着中资企业“走出去”国际化战略的实施,其遭遇境外突发事件的频率也在不断增加。本文以境外突发重大传染病事件为例,结合重大突发事件情景构建理论,应用“情景分析—任务梳理—能力评估”的技术方法,构建了境外突发重大传染病事情情景,并据此研究了应对方案,为中资企业如何应用该理论开展应急能力建设进行示范。

With the implementation of the internationalization strategy of"going out",the frequency of overseas emergencies is increasing.In this paper,taking overseas major infectious disease emergencies as an example,combined with the theory of major emergency scenario construction,the technology method of"scenario analysis-task sorting-capacity assessment"is applied to construct the overseas major infectious disease emergencies scenario,and the response plan is studied accordingly,so as to demonstrate how Chinese enterprises apply the theory to carry out emergency capacity building.
