社会组织参与公共文化服务供给研究述评

A Review of Studies on the Participation of Social Organizations in the Provision of Public Cultural Services

对社会组织参与公共文化服务供给及相关文献进行梳理、归纳和比较,对该领域的研究内容进行述评,发现公共物品理论、新公共服务理论、协同治理理论成为研究社会组织参与供给的理论基础。公共文化服务问题的研究视野逐渐从行政学扩展到社会学范畴,公共文化的供需匹配问题是影响公共文化服务效能的核心问题,社会组织在公共文化服务供给中具有比较优势,多元供给主体的良性互动有助于培育出一种新的公民社会关系。提出了研究的可能性局限及该领域的未来研究趋势判断。

This paper sorts out,summarizes and compares the participation of social organizations in the provision of public cultural services and related literature as well as reviewing the research contents in this field. It is found that the theory of public goods,the theory of new public services and the theory of collaborative governance have become the theoretical basis of studies in this field. Research horizons of public cultural services have gradually expanded from science of public administration to sociology. The problem of matching the supply and demand of public culture is the core issue that affects the effectiveness of public cultural services. Social organizations have comparative advantages in the provision of public cultural services. Good interaction among diverse supply subjects helps to cultivate a new kind of civil social relationship. Finally,this paper puts forward the possibility limitations and the future trends of researches in this field.
