The Function Logic and Route in Party-Development-Led Grass-roots Social Governance

党建引领基层治理是新时代中国社会治理的主线,用西方治理理论来理解中国的基层社会治理难免错讹,“政党嵌入”理论分析不适用于中国。党建引领基层治理是治理逻辑而不是政党(党建)逻辑。党建引领与基层治理是一种互动关系,既取得了很大成效,也存在一些问题与困境。随着社会生活方式的变化,面对社会成员思想多元化的现实,“命令、灌输、统一”的传统党建工作方式越来越不适应。要以“大党建+基层治理”思路,引领和推动社会力量参与治理,努力打造共建共治共享的基层治理格局。基层治理不仅仅是简单地维护社会秩序,而是要把党的基本路线和各项方针政策贯彻到基层.是将党的领导和执政为民的理念融入到基层治理的全过程。为此,必须充分发挥基层党组织的政治引领作用,党建引领的内容要向“功能引领”转变,创新党建引领基层治理的机制和方式。

Party-Development-Led is the mainstream in China’s grass-roots society governance, which may cause misinterpretation in the view of western governance thoughts. The so called "Party Embedding" is not a quite suitable term to explain how China’s political system work. Party-Development-Led grass-roots society governance is not a logic in party development process, but a logic of social governance. The element "Party-Development-Led" interacts with grass-roots society governance in this combination. Such relation not only result in great success, but also cause several problems and dilemmas in practice. We must take the full advantage of grass-roots party organizations’ role of leadership and transform their leadership into a more functional modality. Only through this thought, could we innovate the mechanisms and patterns of Party-Development-Led grass-roots society governance.
