如何构筑龙头企业与小农户命运共同体?--基于江西乐安“绿能”模式的实践分析

How to Build the Fate Community of Enterprises and Farmers:Based on the Practical Investigation of Le’an"Lvneng"Model in Jiangxi Province

发挥现代农业经营主体对小农户的带动作用是促进小农户和现代农业发展有机衔接的有效路径,而构筑具有主体多元性、开放包容性和共治共享性等特征的龙头企业与小农户命运共同体,则是发挥龙头企业对小农户带动作用的关键所在。江西省乐安县引进乐安绿能农业发展有限公司,形成了"政府引导、村组主导、村民自愿、企业对接;协同多样、保障多元、风险可控、利益共享"的乐安"绿能"模式,促进了龙头企业与小农户命运共同体的形成,在解决小农户分散经营外部性社会高成本、推动传统小农户向现代小农户转变方面已成效初显。乐安"绿能"模式的实践表明,各主体明确的角色定位是龙头企业与小农户命运共同体的核心,相互信任且充分嵌融是龙头企业与小农户命运共同体的基础。

It is an effective way to promote connection between farmers and modern agricultural development to give full play to the role of modern business entities in helping farmers,and the key to play the leading role of enterprises in driving farmers is to build the fate community of enterprises and farmers.The fate community of enterprises and farmers has the characteristics of pluralism,openness,inclusiveness and co-governance and sharing.In this paper,the Le’an"LvNeng"Model in Jiangxi Province were analyzed,the results shows that in order to construct the fate community of enterprises and farmers,the clear role orientation of each subject is the core of the fate community of enterprises and farmers,and mutual trust and full integration are the basis of the fate community of enterprises and farmers.
