特朗普执政后,全面否定奥巴马政府的重要外交遗产,尤其是大幅度调整对拉美的外交政策,在意识形态上呈现明显的“压左扶右”新动向,并为此采取了一系列外交举动,从政治、经济、文化、安全等方面主动出击,不仅对拉美地区带来较大冲击,而且也对域外大国的对拉关系产生了一定影响。特朗普政府从“美国至上”考虑调整对拉政策,本质上是为了维护其对拉美的主导权和世界霸权地位,将引发诸多后续反应,甚至招致拉美一些国家的抵制和反对,一些域外大国也不甘受制。
