Method of Gas Station Layout Planning in Guangzhou from the Perspective of Supply Side

如何规范加油站规划布局,需综合行业规范与国土空间规划进行科学选址。以广州市为例,深入剖析陆上加油站现状存在空间分布不均衡影响服务效能、与法定控规契合度差导致实施慢等问题,充分考虑新能源汽车推广应用的影响,基于供给侧视角,结合成品油燃油量预测以及单站销售量、单站服务车辆数和单站服务范围,合理预测规划期末加油站需求总量控制,提出稳定发展、符合标准、服务引导和尊重法定规划四大原则,建立指标体系科学评价新增站点选址的必要性和可实施性,从而构建更合理有序的网络规划整体功能,以期为其他城市同类规划提供有益参考。

How to standardize the planning and layout of gas stations requires comprehensive industry norms and territorial space planning for scientific site selection.Taking Guangzhou as an example,this paper deeply analyzes the problems existing in the present situation of onshore gas stations,such as the uneven spatial distribution affecting the service efficiency and slow implementation caused by the difference of conformity with the legal control rules.Based on the perspective of supply side,combined with the prediction of finished oil fuel quantity and the sales volume of single station,the number of single station service vehicles and the scope of single station service,the total demand control of gas station at the end of the planning period is reasonably predicted,and the four principles of stable development,conformity with standards,service guidance and respect for legal planning are put forward.The establishment of an index system to scientifically evaluate the necessity and feasibility of new site selection,so as to optimize the overall function of constructing a more reasonable and orderly planning network,in order to provide useful reference for similar planning in other cities.
