困境与突破:新乡贤参与乡村社会治理的优化路径——以恩施土家族苗族自治州为例

Dilemma and breakthrough:the optimized path for the new villagers to participate in rural social governance--a case Study of Enshi Tujia and Miao Autonomous Prefecture

近年来,新乡贤在加强民族地区乡村政治、完善村民自治、弘扬乡村德治、强化社区共治、推进乡村法治等方面发挥了重要引擎作用。然而,面对当代乡村错综复杂的社会场,新乡贤参与乡村社会治理亦存在着认知困境、主体困境、体制困境和效能困境等多重阻碍。应不断强化利益疏导,明确新乡贤的角色定位;建立与夯实新乡贤参与治理的制度性通道和动力机制;优化治理环境,加强规范引导,提高治理质量和效果,实现多元主体共治的良好合力。

In recent years,new villagers of ethnic minorities have played an important role in strengthening rural politics in ethnic areas,improving villagers'autonomy,promoting village morality,strengthening community governance,and advancing rural legal systems.However,in the face of complicated social field in the contemporary countryside,there are multiple obstacles for the new villagers to participate in the rural social governance,such as the cognitive dilemma,the subject dilemma,the system dilemma and the efficiency dilemma.We should constantly strengthen the benefit channeling,define the role of new villagers;Establish and consolidate the institutional channel and dynamic mechanism for new villagers to participate in governance;Optimize the governance environment,Strengthen normative guidance,improve the quality and effect of governance,and realize the good synergy of multi-subject and co-governance.
