摘要
在推进产业转型升级、创新驱动城市发展、以及城市发展用地从增量扩展到存量挖掘等现状下,要实现可持续的城市发展,创新城区视角下的城镇低效用地再开发成为一条可选路径。本文梳理了创新城区的概念内涵、特征及模式,发现用创新城区理念指导城镇低效用地再开发,需要满足一定条件。以下类型的城镇低效用地有再开发为创新城区的潜力:①邻近高校、研究机构、企业集群;②位于市中心的旧工业区或低地价社区;③有兼顾地方振兴和盈利的知识密集型行业入驻可能。
In the current situation of promoting industrial transformation and upgrading,innovation-driven economic development,and urban development from incremental expansion to stock excavation,the redevelopment of urban inefficient land from the perspective of innovative districts has become an alternative path to achieve sustainable urban development.This paper sorts out the concept connotation,characteristics and modes of the innovative districts,and finds that certain conditions need to be met to guide the redevelopment of inefficient urban land with the innovative districts concept.The following types of inefficient urban land have the potential to be developed into innovative districts:①Nearby universities,research institutions,and enterprise clusters;②Old industrial districts or low-value communities located in the city center;③It is possible to settle in knowledge-intensive industries that give consideration to local revitalization and profitability.
