机场管制室防相撞检查单制度研究

Research on the Anti-collision Checklist System in Airport Control Room

2006年12月1日民航总局为了深刻贯彻党中央、国务院对于认真做好航空安全工作的任务特此召开了关于为了阻止航空器的相撞问题专题工作会议,民航总局副局长王昌顺在全国民航防相撞工作会议上的讲话会议上指出要提高充分认识防相撞工作问题的极端性,重点分析典型的相撞示例,让每一位航空工作者深刻认识到自己身上的责任与义务,相关部门狠抓并严格落实。所以为了积极响应国家航空局的指令,相关地方航空依次对此进行改革落实,本文,根据分析航空器的相关理念概念、明确机场管制室的相关概念、明确机场管制室在防相撞工作中的主要职责、分析目前制约机场管制室防相撞工作实效的主要问题、建立相应的检查单制度来完善防相撞工作。

On December 1,2006,in order to profoundly implement the tasks of the Party Central Committee and the State Council to do a good job in aviation safety,the Civil Aviation Administration of China convened a special working meeting on the issue of preventing aircraft collisions.In a speech at the National Civil Aviation Anti-Collision Work Conference,Wang Changshun,deputy director of the Civil Aviation Administration of China,pointed out that it is necessary to fully understand the extreme nature of the anti-collision work,focusing on analyzing typical examples of collisions,so that each aviation worker has a profound understanding of their responsibilities and obligations,and the relevant departments have paid close attention to and strictly implemented them.Therefore,in order to actively respond to the instructions of the National Aeronautics Administration,relevant local aviation companies have reformed and implemented this in turn.This article analyzes the relevant concepts of aircraft,clarifies the relevant concepts of the airport control room,clarifies the main responsibilities of the airport control room in the collision prevention work,analyzes the current main problems that restrict the effectiveness of the airport control room collision prevention work,and establishes a corresponding checklist system to improve the anti-collision work.
