海关智慧监管点设置研究——以上海洋山港全自动化码头为例

Research on Customs Smart Supervision Mode:Take Fully Automated Terminal Shanghai Yangshan Port as an Example

相对于传统的集装箱码头,上海洋山港全自动化码头最大的特点是实现了码头集装箱装卸、水平运输、堆场装卸环节的全过程智能化的操作。作业模式的变化,也意味着海关的业务监管模式,也需要从传统海关监管模式同步向自动化码头海关智慧监管模式改变。本文针对上海洋山港全自动化码头布局和业务流程,首先对比分析了传统码头监管模式和自动化码头海关智慧监管模式,接着根据实际调研情况,确定了洋山港全自动化码头内海关智慧监管设备的部署地点。本文的研究成果可以相关项目的实施提供有益参考。

Compared with the traditional container terminal,the biggest feature of the fully automated terminal of Shanghai Yangshan Port is the intelligent operation of the whole process of container loading and unloading,horizontal transportation,and yard loading and unloading.The change of operation mode also means that the customs business supervision mode also needs to change from the traditional customs supervision mode to the automated terminal customs smart supervision mode.This paper focuses on the layout and business process of the fully automated terminal in Shanghai Yangshan Port.Firstly,it compares and analyzes the traditional terminal supervision mode and the automated terminal customs smart supervision mode.Then,based on the actual research,it determines the deployment location of the customs intelligent supervision equipment in the fully automated terminal in Shanghai Yangshan Port.The research results of this paper can provide useful reference for the implementation of related projects.
