摘要
采用双层多目标规划描述基于交易成本的水资源优化配置问题,建立了以水资源管理机构和用水者为上、下层决策者的水权市场交易的双层多目标规划模型,该模型以水资源经济效益最大和水质污染最小为上层目标函数、以取水者效益最大为下层目标函数,并采用粒子群算法进行求解。最后采用一个简单的算例实证分析了模型的可行性。
Based on the influence of transaction cost on water resources optimal allocation, a bi-level multiobjective programming model is established by taking the water management agency and water users as the upper and lower layers of water right market transactions. The model sets the maximum benefit of water resources and the minimum pollution of water quality as the upper level objective functions, and the maximum economic benefits of water users as the lower level objective function, respectively. The model is solved by particle swarm optimization algorithm. Finally, a simple example is used to illustrate the feasibility of the model.
