国家制度视野下地方政府开发策略选择及其动因--华北D市开发区建设的个案研究

Development Strategy Choice and Driving Mechanism of Local Government from the Perspective of State Institution——A Case Study on the Development Zone of D City in North China

读懂中国社会经济快速发展与转型的经验,需要从国家制度视角考察地方开发与发展的具体实践。从对县域社会开发区建设的经验考察中,我们可以看到地方开发是如何在国家制度体系中推进的,地方政府在其中又是如何扮演角色的。现有研究更多倾向于将地方政府的开发行为视作自利行动者的策略选择,而就华北D市的开发经验而言,地方政府选择企业垫付、投资合作、公司化运作等开发策略,大力推进开发区建设和招商引资项目建设,其驱动机制实际上是在中国特色社会主义制度体系的引导下,地方政府积极谋求投资偏重型的地方整体性发展。在财政压力、税收激励和政治要求等因素的综合作用下,地方政府通过实践创新策略来提高开发效率,从一个侧面反映出制度优越性对发展的重要贡献。

To understand the experience of rapid socio-economic development and transformation in China,we should investigate the specific practice of local development from the perspective of state institution.From investigation on development-zone construction in a county-society,we can find how local development is promoted under the state institution,and how local government plays its role in local development.The existing research tends to regard local government’s exploring action as strategic choice of self-interest actor,while from the exploring experience of D City in North China,local government chooses the positive development strategy such as enterprise advance-payment,investment cooperation and company-like operation etc.,promotes the construction of development zone and investment projects.Actually,its driving mechanism is to seek the overall development of local society with investment preference against the background of socialist institutional system with China’s characteristics.Receiving the comprehensive impacts from financial pressure,tax intensive and political requirement,local government improves the development effectiveness through practice innovation,which shows the contribution of institutional advantage to the development.
