摘要 本文从当前我国城市轨道交通建设发展面临的困境出发,分析城市轨道交通"轨道+物业"PPP融资模式相关理论基础及内涵,论述了"轨道+物业"的PPP融资模式通常的总体思路及创新特点,并把"轨道+物业"的PPP融资模式具体应用到杭州地铁10号线一期工程,根据10号线自身的特点设计了符合10号线的投融资模式,这种集建设、投融资、物业开发及运营为一体的"轨道+物业"的PPP投融资新型模式,为城市轨道交通可持续、健康发展提供了新的思路和方向。 This paper analyzes the theoretical basis and connotation of the " rail + property" PPP financing model of urban rail transit from the perspective of the current difficulties in the construction and development of urban rail transit in China. This paper discusses the general idea and innovative features of the PPP financing mode of " rail + property",and applies the PPP financing mode of " rail + property" to the first phase project of Hangzhou metro line 10. According to the characteristics of line 10,the investment and financing mode that conforms to line 10 is designed. This new PPP investment and financing mode,which integrates construction,investment and financing,property development and operation,provides a new idea and direction for the sustainable and healthy development of urban rail transit.
