The Analysis Framework for Health Policies Based on the Functions of Health Financing and the System of Health Ac⁃counts

目的:构建基于卫生筹资功能与目标的卫生费用政策分析框架,为优化和调整卫生健康经济政策、推进深化医改和健康中国进程提供政策支持。方法:基于卫生筹资功能和目标确定分析维度,结合卫生费用相关指标数据,构建卫生费用政策分析框架。结果:从充足、公平、效率和可持续四个维度构建我国卫生费用政策分析框架和指标体系。结论:基于卫生筹资功能和目标的卫生费用政策分析框架能够全面分析和评价卫生筹资状况及相关政策实施情况,指导卫生筹资政策优化。

Objective:To establish a health policy analysis framework of health expenditure based on the function and goals of health financing,to provide policy support for optimizing and adjusting health economic policies,advancing the process of deepening health system reform,and promoting Healthy China.Methods:Oriented by the function and goals of health financing system,making full use of NHAs data and other macro data to establish a health policy analysis framework of health expenditure.Results:A health policies analysis framework of health expenditure in China is established from the dimensions of adequacy,equity,efficiency and sus⁃tainability.Conclusion:Based on the function and goals of health financing,the health policies analysis framework can be used to comprehensively analyze and evaluate the status quo of health financing and the implementation of relevant policies,to optimize health financing policies.
