乡村教师生活待遇政策研究——基于31个省(区、市)乡村教师支持计划的文本分析 被引量:5

A Study on Rural Teachers'Treatment Policy:A Textual Analysis of“Rural Teacher Support Program”in 31 Provinces

摘要 发展乡村教育,师资是关键,教师待遇是核心,政策是保障。乡村教师生活待遇政策是推动乡村教师队伍建设的关键,直接关系着乡村教育事业的发展。通过文献法和访谈法,运用公共政策文本分析框架,对全国31个省(区、市)乡村教师支持计划生活待遇政策文本进行了分析,研究发现政策对象界定不明确、政策措施缺乏可操作性和创新,因而提出完善乡村教师生活待遇政策的对策建议,提高政策实施的效果,加强乡村教师队伍建设。 The key of rural education development is teaching staff,its core teachers,treatment,and its guarantee policy.Therefore,rural teachers' treatment policy is essential to the construction of rural teaching staff,and directly concerns the development of rural education.Through the application of documentation and interview,with the analysis of public policy text as its structure,the paper makes a textual analysis of 31 provinces'“rural teacher support program”of rural teachers'life treatment,and it is found that the policy target is not defined clearly and the policy measures lack of operability and innovation.The paper provides countermeasures against the problems including the completion of the correspondent policy,the improvement of policy practical effect and the reinforcement of construction for rural teaching staff.
