新时代中国制度话语面向世界,是履行新时代中国对外话语使命的重要体现。它既契合国际社会对新时代中国制度的关注和期待,又是回应境外话语对当代中国制度的偏见和误解,也体现出社会主义中国的责任和担当。从话语向度上看,它主要包括向世界描述好中国特色社会主义制度的整体图景;向世界讲述好中国特色社会主义制度下的国民故事;向世界表达好中国特色社会主义制度实践中的人类命运共同体理念。从话语样态上看,它主要包括生产中国特色社会主义制度的经验知识;建构中国自主性制度理论话语体系;开创中国制度话语的主体表达路向。

In the new era,China’s institutional discourse faces the world,which is an important embodiment of fulfilling China’s mission of foreign discourse in the new era.It is not only in line with the international community’s concern and expectation for the Chinese system in the new era,but also in response to the prejudice and misunderstanding of foreign discourse on the contemporary Chinese system,and also reflects the responsibility and action of socialist China.From the perspective of discourse dimension,it mainly includes describing the overall picture of the socialist system with Chinese characteristics to the world,telling the national story under the socialist system with Chinese characteristics to the world,and expressing the concept of the community of human destiny in the practice of the socialist system with Chinese characteristics to the world.From the perspective of discourse pattern,it mainly includes the empirical knowledge of producing the socialist system with Chinese characteristics,the construction of the theoretical discourse system of China’s independent system,and the creation of the main expression direction of China’s institutional discourse.
