推进地方农业科研院所发展,夯实农业科技创新基础

地方农业科研院所是中国区域科技创新体系的重要组成部分,是地方农业科技创新的动力源,也是推动地方农业技术进步的骨干力量。但是,随着中国工业化进程,许多地方以工业立市,农业逐步退出第一产业,伴随着科研体制深化改革,地方政府对农业科研院所的投入越来越少,农业地方科研院所的发展环境逐步恶化,功能也逐渐弱化,对区域农业经济发展所作贡献的比重也越来越来低。特别是随着乡村振兴的不断推进,地方农业科研力量不足问题更加明显。因此,这种情况不仅要引起地方政府的重视,更要引起科技界广泛关注。该文重点分析了当前地方农业科研院所在发展中存在的主要问题,并针对性地提出了推进地方农业科研院所创新发展的对策和建议。

As an important part of China’s regional scientific and technological innovation system,local agricultural research institutes are not only a driving force for innovation,but also a backbone force for promoting local agricultural technological progress. However,with China’s industrialization process,many cities adhere to the principle of building a city by industry,and agriculture has gradually withdrawn from the primary industry. With the deepening of the reform of the scientific research system,the development environment of agricultural scientific research institutions is gradually deteriorating and the functions are gradually weakening because local governments have invested less and less in those institutions so that the proportion of their contributions to regional agricultural economic development is getting lower and lower. In particular,with the continuous advancement of rural revitalization,the problem of insufficient local agricultural scientific research strength is more obvious. Therefore,this situation should not only attract the attention of local governments,but also cause widespread concern from the scientific and technological community. This article focuses on the analysis of the main problems existing in the development of local agricultural scientific research institutes,and puts forward countermeasures and suggestions to promote the innovative development.
