断裂与弥合:村务监督视阈下的微权腐败治理--基于浙江省的经验探讨

Fracture and Bridging:Micro-power Corruption Control from the Perspective of Village Affairs Supervision--Based on the Experience of Zhejiang Province

村务监督是一种基层权力调控机制,具有制度性、全程性、结构性。对微权腐败治理而言,村务监督可优化村级的制度设计、推动权力全程被制约、完善村级的组织结构。治理小微权力腐败,应实现"不敢腐、不能腐、不想腐",用高水平监督保障高水平治理。现实中,由于熟人社会的直接干扰、村干部村民素养缺失、村干部村民监督不力,村务监督作用有限,小微权力未涂上"防腐剂"。为提高村务监督实效、治理小微权力腐败,深入推进自治与德治、法治三者有机融合是最重要的实践转向。同时,继续提升村干部村民党性修养与专业能力,注重完善村干部村民的多元保障体制机制,从而健全当前的基层监督治理体系。

Village affairs supervision is a kind of power regulation mechanism at the grassroots level,which is institutional,full-range and structural.For the control of micro-power corruption,village affairs supervision can optimize the system design at the village level,promote the restriction of power in the whole process,and improve the organizational structure at the village level.To combat corruption of small and micro powers,we should"dare not,cannot and do not want to"and ensure high-level governance through high-level supervision.In reality,due to the direct interference of acquaintances,the lack of accomplishment of village officials and villagers,the weak supervision of village officials and villagers,the supervision of village affairs is limited,and the"preservative"is not applied to small and micro powers.In order to improve the effectiveness of village affairs supervision and control the corruption of small and micro powers,it is the most important practice to further promote the organic integration of autonomy,rule of virtue and rule of law.At the same time,we should continue to enhance the village cadres and villagers’Party spirit and professional ability,pay attention to improving the pluralistic security system mechanism of the village cadres and villagers so as to improve the current grass-roots supervision and governance system.
