Sustainable Operation and Management Mechanism of Farmland Water Conservancy Project

农田水利工程是保障农业生产的重要基础设施,其存在运行不规范、管理不严格和责任分配不明确等问题。针对这些问题,以农田水利工程的可持续发展作为基础,对其运行管理机制进行研究。通过构建权责明确的农田水利工程管理体质、建立水利工程管理资金保障机制、建立农民自主管理机制及实施监督管理机制4个方面,为农田水利工程的可持续发展提供理论支撑。

Farmland water conservancy project is an important infrastructure to ensure agricultural production. There are problems such as irregular operation,lax management and unclear responsibility distribution. Based on sustainable development of farmland water conservancy project,its operation and management mechanism were discussed. By clarifying management constitution of farmland water conservancy project,establishing fund guarantee mechanism of water conservancy project management,establishing self-management mechanism of farmers and implementation of supervision and management mechanism,theoretical support was provided for sustainable development of farmland water conservancy project.
