基于海关AEO制度的供应链管理模式研究

Study on Supply Chain Management Mode Based on AEO System of Customs

国际贸易发展不仅给外贸企业提供了发展机遇,也给企业带来了诸多挑战。因此,从贸易便利与安全的角度构建基于海关AEO制度的供应链管理模式,不仅会极大提升经济全球化和一体化水平,而且有利于我国综合国力提升和经济社会结构优化。本文从我国现阶段应用供应链管理模式的背景出发,分析基于海关AEO制度的供应链管理模式的制度优势,并提出在我国国情下应用供应链管理模式的保障体系,为我国构建基于海关AEO制度的供应链管理模式提供理论基础和现实保障,最终实现在保障安全性的前提条件下快速通关,真正做到贸易便利、物流通畅、促进发展,切实保证海关对全球供应链整体服务的高效性、便利性。

The development of international trade not only provides opportunities for foreign trade enterprises,but also brings many risks to as well.Therefore,from the perspective of trade facilitation and security,the construction of supply chain management mode based on customs AEO system will not only greatly improve the level of economic globalization and integration,but also contribute to the improvement of national comprehensive and the optimization of economic and social structure.This paper analyzes the institutional advantages of the supply chain management mode based on the customs AEO system and puts forward the guarantee system of applying the supply chain management mode in China’s national conditions,so as to provide theoretical basis and practical guarantee for China’s construction of the supply chain management mode based on the customs AEO system,and finally realize rapid communication under the premise of ensuring security Customs,so that truly achieve trade facilitation,logistics unobstructed and promote development,and effectively ensure the efficiency and convenience of customs services for the global supply chain.
