Promoting Sino-Japanese Economic Cooperation,Actively Responding to Global Value Chain Remodeling

世界已进入"百年未有之大变局",全球价值链亦是如此。以美国"特朗普冲击"为代表,逆全球化浪潮正在对既有国际分工体系构成严峻挑战,一场全球价值链重塑大潮正在来临。积极融入全球价值链是东亚,也是中国成长为世界经济中心的重要考虑。长期以来,虽然东亚区域一体化进展及效果不比北美和欧盟,但由于东亚各国采取了积极融入全球价值链的政策措施(尤其以中国的改革开放政策为代表),该地区各国成功加入国际分工体系,逐步发展成为全球生产加工中心。然而,全球价值链体系一方面让西方跨国公司大幅盈利,另一方面也对西方就业、收入以及政府税收产生负面影响,成为英国脱欧、欧洲反移民运动以及"美国第一主义"等反全球化浪潮的重要影响因素之一。作为东亚生产网络"双核心",中日两国经济关联紧密,形成了互惠共赢的双边关系。面对即将到来的全球价值链重塑,中日两国在政策层面合作空间较大,可开发领域很多。

The world has entered a great change not witnessed for a whole century,so has the global value chain.Represented by the Trump Shock of the United States,the wave of anti-globalization poses a severe challenge to the existing international division of labor system,and a tide of global value chain remodeling is coming.Active integration into the global value chain is an important reason for East Asia and China’economic growth.It has been long that regional integration in East Asia cannot compare with that in North America and the European Union.However,due to their active integration into the global value chain(in particular China’policy of reform and opening up),East Asian countries have successfully joined the international division of labor system and gradually developed into a global production and processing center.While the global value chain system enables Western multinational companies to continue to make large profits,it also has negative impact on employment,income and government revenue in Europe and the United States.This has actually become one of the important reasons for such anti-globalization tides as Brexit,Europe’anti-immigration movement and the doctrine of"America First".As the"double core"of the East Asian production network,China and Japan are closely related to each other,forming a mutually beneficial and win-win economic relationship.Faced with the remodeling of a newglobal value chain,China and Japan have a large cooperation space and development potential at the policy level.
