1999年高校扩招政策研究主要集中在扩招政策的决策过程、执行过程和政策效益三个方面。政策研究趋向关注公平、质量和弱势群体,定量研究逐渐受到重视。未来扩招政策研究应重视对我国扩招政策现象及本质进行理论研究和学理分析,注重构建基于中国国情的扩招政策实施话语解释体系和政策评估体系,重视在关系中对扩招政策未来趋势的研判与把握,不断提升政策研究对现实的解释力和指导力。

The research on enrollment expansion policy in colleges and universities in 1999 mainly focused on three aspects:decision-making process,implementation process and policy benefits.The policy research tends to focus on the fairness,quality and the vulnerable groups,and the quantitative research is gradually paid attention to.In the future,the research on the enrollment expansion policy should pay attention to the theoretical research and theoretical analysis of the phenomenon and essence of China's enrollment expansion policy,pay attention to build discourse interpretation system and policy evaluation system based on China's national conditions of enrollment expansion policy,and value the future trend of enrollment expansion policy in the relationship,and constantly improve the interpretation and guidance of policy research to the reality.
