新余市社会力量参与公共文化服务机制建设研究

Research into the building of the mechanism of the social forces′participating in the public cultural services in Xinyu city

新余市积极引导社会力量参与公共文化服务,促进了公共文化服务有效供给,但还存在社会力量发育不够完善,公共责任缺失,参与意识和能力不强,政府监管与评估薄弱,资金、人才缺乏等诸多问题。引导和规范社会力量参与公共文化服务,应拓宽社会力量的参与渠道,形成政府、社会组织及个人多元治理机制;加大政策扶持力度,形成长效激励机制;大力引导社会资本参与,建立以政府投入为主、社会投入为补充的多元投入机制;加强政府监管,建立科学有效的评估机制。

The social forces are guided to actively participate in public cultural services in Xinyu city,which promotes their effective supply.However,there are still some problems such as inadequate development of social forces,lack of public responsibility,weak participation awareness and ability,lack of funds and talents,and weak government supervision and evaluation.We should guide and regulate the participation of social forces in public cultural services,widen the channels of participation of social forces to form a multi-governance mechanism of governments,social organizations and individuals,strengthen policy support and form a long-term incentive mechanism,vigorously guide the participation of social capital,establish a multi-input mechanism based on government input and supplemented by social input,strengthen government supervision and establish a scientific and effective evaluation mechanism.
