摘要
自2018年中国相继承担国际标准化组织反应堆技术分委会(ISO/TC 85/SC 6)联合秘书处职责、首批三项核能领域国际标准提案项目成功立项以来,在参与全球核能领域国际标准化治理和工作领域,我国已进入了一个高速发展的崭新时期。新的机遇意味着新的挑战。我国核能领域国际标准化活动起步晚,底子薄,面临的形势复杂且任务艰巨,系统地梳理国内外核能领域标准化活动的工作情况并进行趋势分析就显得尤为重要。本文从世界核能领域国际标准化工作调研情况出发,客观评价了我国核能领域国际标准化工作的现状与不足,通过对标国外最佳实践和先进经验,基于我国国情切实提出了四项潜在的中长期发展意见与改进建议,旨在着眼于当下,放眼未来,为我国核能领域国际标准化工作伟大事业的稳步向前、加快发展贡献一点绵薄之力。
Since 2018,China has taken over the responsibility of the twinned secretariat of ISO/TC85/SC6(Subcommittee for Reactor Technology).Later,the first three international standard proposals on nuclear energy have been approved by the proposal stage balloting,which marked that China has entered into a new phase of participating in the international standardization activities of nuclear energy.More opportunities emerge with more challenges.China participated in international standardization activities on nuclear energy rather late with weak foundation,and faced complex circumstances and heavy workload.It is particularly crucial to systematically review the current situations at home and abroad and launch a research on future trending analysis.Based on fruitful results initially acquired by investigating international standardization work in the global nuclear energy field,the authors objectively evaluate the status quo and shortcomings of cases in China.Moreover,four potential scenarios and suggestions are proposed for mid-and-long term domestic development,benchmarking foreign best practice and advanced experience via comparative analysis.The paper aims at analyzing China’s participation in the nuclear-energy international standardization work and putting forward some suggestions for further development.
