新时代背景下标准化助推工业企业质量信用分级监管研究——以杭州市开展食品相关产品生产企业质量信用分级标准化管理为例

Standardization Promotes the Supervision of Quality Credit Grading of Industrial Enterprises——Taking the Standardized Management of Quality Credit Grading in Food Companies in Hangzhou City

我国高度重视工业产品生产许可监管工作,而标准化能助推工业企业质量信用分级监管工作的开展。食品质量安全一直都是我国政府主抓的民生问题之一,在社会各界受到高度关注,而食品相关产品的质量安全又是食品安全的重要组成部分。本文介绍了实施工业企业产品质量分类监管的时代背景,分析了国内外监管现状,以杭州市开展食品相关产品生产企业质量信用分级标准化管理为例,对质量信用分级监管工作中质量信用分级、评定方法、质量信用监管、质量信用分级监管运用均进行了标准化,并提出了推进我国工业企业质量信用监管化工作的建议,以期在“放管服”和信用监管的大背景下,实现用标准化手段助推智慧监管有效实施的目的。

The paper introduces the background of implementing the classified supervision of product quality of industrial companies,and analyzes the current situation of product supervision in China and abroad.It takes Hangzhou city as an example.The city carries out the standardized management of quality credit grading in food companies,achieving standardized procedures ranging from quality credit grading,evaluation method,quality credit supervision to the classified supervision of quality credit.It puts forward suggestions on improving enterprise’s quality credit supervision by using standardized methods.
