城市公共安全风险清单编制要求标准研究

Research on the Standard for the Requirements of Urban Public Safety Risk List

城市公共安全风险管理是实现城市应急管理“关口前移”的有力手段。我国“安全发展城市”和“双重预控体系”建设,提出了建立城市公共安全风险管理体系的要求。编制城市公共安全风险清单是开展城市公共安全风险管理的基础。我国多个城市已开展风险清单编制实践,但缺乏相关标准支持。本文对城市公共安全风险清单编制标准开展研究,分析国内外现状及标准化需求,提出城市公共安全风险清单编制方法和标准的基本内容,为进一步研制城市公共安全风险清单编制标准建立基础,为城市公共安全风险管理实践提供标准化技术支持。

Risk management is an effective approach to realize the prevention and preparation of urban emergency management.It is necessary to establish the risk management system in order to develop the safety continuity and the double-precontrol system for cities.The risk list is the basis of the urban risk management system.Although there are several cities that have carried out the risk management practice,it is still lack of relevant standard.This paper focuses on the standard for the requirements of urban public safety risk list.First,the practice experience of domestic and foreign cities is concluded.Then the method of compiling an urban safety risk list is proposed.At last the main content of the corresponding standard is proposed.It can be used as the basis to develop the full content of the standard which can support the risk management of urban public safety.
