城市公共安全风险分析标准研究

Research on the Standard for Urban Public Safety Risk Analysis

风险分析是城市公共安全风险管理体系中的重要内容。通过风险分析得出风险事件的可能性、后果等结果,为下一阶段的风险评价、风险处置建立基础,为“安全发展城市”和“双重预控体系”建设提供技术支持。我国部分城市已开展了风险管理实践,但对风险分析的流程、内容、要求等不尽相同,急需标准支持。本文对城市公共安全风险分析标准开展研究,分析国内外城市公共安全风险分析相关标准及实践,提出相应的标准化需求,进而提出城市公共安全风险分析标准的核心内容,为研制城市公共安全风险分析标准建立基础。

Risk analysis is an important part of the risk management system for urban public safety.It considers the consequences of risk,and the likelihood that those consequences can occur.The result of risk analysis provides an input for risk evaluation and risk treatment in the next stage.Some cities have carried out the risk management practice,but the requirements,process and content of risk analysis are different.It is still lack of the risk analysis standard.This paper focuses on the standard for the urban public safety risk analysis.First,the risk analysis standard and practice of domestic and foreign cities are analyzed.Then the standardized requirement is concluded.At last the main content of the corresponding standard is proposed.It can be used as the basis to develop the full content of the standard which can support the risk analysis of urban public safety.
