Review on Water Control Activities of Shunzhi Water Conservancy Commission

1917年永定河、大清河等洪水泛滥,天津几成泽国,京直地区灾情严重。北洋政府为妥善处理水灾善后事宜,实现区域水政的统一,于1918年成立了顺直水利委员会。该会成立后延聘中外水利专家,集思广益,筹集资金,完成了多项水利工程,并进行了大量测量、绘图和规划等工作。顺直水利委员会注重标本兼治、统筹规划,打破了单独的河流治理和以行政区域进行治理的界限,将治理范围大大扩展,成为这一区域流域管理机构的萌芽,为此后的海河流域治理打下基础,并积累了宝贵的经验。

In 1917 , Yongding, Daqing and three other rivers flooded at the same time. Tianjin was almost surrounded by the flood and the people in the disaster areas suffered great losses. In order to solve the aftermath of this flood properly and achieve the unification of regional water conservancy management, Beiyang government established Shunzhi Water Conservancy Commission in 1918 . At the very beginning, the commission employed experts from home and abroad who put forward many good suggestions, raised funds, completed many water conservancy projects and carried out a lot of such works as surveying, mapping and planning. The Shunzhi Water Conservancy Commission focused on both symptom and root management and overall planning, broke the boundaries of separate river governance and governance by administrative regions, and greatly expanded the scope of governance. Thus, this commission became the prototype of water conservancy administrations in Haihe River Basin. Meanwhile, it laid a foundation and accumulated a valuable experience for the management of Haihe River Basin in future.
