摘要
养老机构消防安全问题一直以来深受我国党和国家的高度重视和社会各界的广泛关注。为科学设计养老机构消防安全风险评估指标体系,便于开展养老机构消防安全风险评估,加强其消防安全风险管控,及时整改消除消防安全风险隐患,防微杜渐,防患于未然,预防和减少火灾事故的发生,保障养老机构入住老年人的生命安全和身体健康,文章提出了养老机构消防安全风险评估指标体系设计的系统性、科学性、客观性、全面性、可靠性、实用性、合法性原则,立足于人机环管等风险源辨识方法深入分析了养老机构消防安全风险因素,介绍了将德尔菲法、头脑风暴、DEMATEL、TOPSIS、MATLAB等理论与方法综合运用于养老机构消防安全评估指标体系设计的方法与路径。
The fire safety issue of pension institutions has always been highly valued by our party and the country and widely concerned by all sectors of society.In order to scientifically design the assessment index system on fire safety risk of pension institutions,facilitate the fire safety risk assessment of pension institutions,strengthen their fire safety risk management and control,promptly rectify and eliminate hidden dangers of fire safety risks,and prevent and reduce the occurrence of fire accidents as well as to ensure the life safety and physical health of the elderly living in pension institutions,the article puts forward the principles of systematization,scientificity,objectivity,comprehensiveness,reliability,practicability and legitimacy of the design of the assessment index system on fire safety risk of pension institutions.The paper analyzes the risk factors of fire safety in pension institutions based on the identification methods of risk sources such as human-machine environmental management,introduces the comprehensive application of Delphi method,brainstorming,DEMATEL,TOPSIS,MATLAB and other theories and methods to the design of fire safety assessment index system of pension institutions.
