党内监督运行机制系统构建的多维分析

Multi-dimensional Analysis of the Construction of Inner-party Supervision Operation Mechanism System

党的十九大报告指出,要"构建党统一指挥、全面覆盖、权威高效的监督体系"。在新的历史时期,以习近平同志新时代中国特色社会主义思想为指导,进一步完善党内监督基础理论体系,探索提高监督能力、提升监督质量具体途径方法,是深入学习贯彻党的十九大精神的重要举措。党内监督的运行机制的系统构建,关键以马克思主义和中国特色社会主义理论体系为"点",以党内监督建设历史经验和实践探索为"线"的研究思路。在点线结合的研究过程中,进一步阐述新时期党内监督运行机制理论的基本内容,通过认真分析解决现实中遇到的新情况和新问题,将实践中行之有效的经验做法有效提炼出来,实现理论体系和系统模型构建的衔接。

The report of the 19th national congress of the communist party of China( CPC) pointed out that the party should "establish a unified command,comprehensive coverage,authoritative and efficient supervision system". In the new historical period,under the guidance of President Xi Jinping’s thought on socialism with Chinese characteristics for a new era,to further improve the basic theoretical system of intra-party supervision,and to explore specific ways and means to improve supervision capacity and quality are important measures to study and implement the spirit of the 19th CPC national congress.The key to the system construction of inner-party supervision is to take the theoretical system of marxism and socialism with Chinese characteristics as the "point"and the historical experience and practical exploration of inner-party supervision as the "line". In the research process of the combination of points and lines,the basic content of the theory of inner-party supervision and operation mechanism in the new era is further elaborated. By carefully analyzing and solving the new situations and problems encountered in reality,the effective empirical practices in practice are effectively extracted to achieve the convergence of theoretical system and system model construction.
