网络公共领域及其治理路径分析——基于场域理论的视角

Internet public sphere and its goverance path analysis:Base on the perspective of the field theory

网络公共领域是信息时代下公民参与公共生活的一个新空间,具有交流无边界、权力分散化、参与大众化、内容广覆盖、现虚交互性的特点。场域理论视角下,拥有不同资本的“政府-网络精英-普通网民”为获取有利地位相互之间展开了博弈,打破了传统实体权力的集中性,形塑了这一虚拟公共空间的交互权力主体。信息传播的扁平式、网民互动的多形式、权力运作的双向化共同构成了网络公共领域独特的运作系统。治理这一场域必须要创新理念,转变传统的政府主导的管理模式,向多元主体协同治理、沟通双向互动以及网络公共领域的自律机制构建三个方向转变。

The internet public sphere is a new space where citizens participate in public life in the information age.It has the characteristics of borderless communication,decentralized power,popular participation,extensive coverage,and real&virtual interaction.From the perspective of field theory,"government-network elites-ordinary netizens"with different capitals play games each other in order to gain a favorable position,breaking the concentration of traditional entity power and shaping the interactive power subject of this virtual public space.Flat information dissemination,multiple forms of Internet users'interaction and bidirectional power operation constitute a unique operation system of the network public domain.To govern this field,it is necessary to innovate ideas,change the traditional government-led management model,and transform to the three directions:multi-subject collaborative governance,twoway communication,and the construction of self-discipline mechanism in the internet public sphere.
